Are internal power supplies required to meet both the 115V and 230V requirements for ENERGY STAR certification?

For ENERGY STAR certification, desktop and integrated desktop computers, portable all-in-one computers, and workstations with internal power supplies are only required to meet the 115V power supply efficiency requirements. In order to list markets outside the U.S., the desktop and integrated desktop computers, portable all-in-one computers, and workstations with internal power supplies are required to be tested and meet the efficiency requirements at all relevant voltages.
